The succession of tragic events

The First Sermon:

Dear Muslims, we have been perplexed by the consecutive events in our city, Riyadh … May Allah protect it. Then they moved to Yanbu‘ then to Al Khubar in At-Ta'if.

About what shall we talk?! What shall we start with?! Each one of these events is very important. Shall we talk about the sanctity of Muslims' lives and attacking security men? Or shall we talk about security and its importance and people's need for it? Or shall we talk about obeying the established ruler and warn from disobeying him. Or shall we talk about the corruption and damages which affect the Ummah as a result of the bad behavior and atrocious acts which are condemned both by reason and by legal texts.

Dear Muslims! The greater the tragedy, the harder it will be to express it. We remember Allah's saying: "And those who do wrong will come to know by what overturning they will be overturned." [Surah Al-Shu'araa, 26: 227]

But I will go beyond that; I will talk about something that is mentioned repeatedly by those misguided people who disobey the Muslim ruler. We picked this topic specifically to make things clear; despite it is self-evident, and to stress it despite its importance is known to all. Our topic is about the ruling of the nonbelievers who enter the Muslim lands by virtue of a pledge of protection given by the Muslim ruler.

Dear Muslims! Islam prescribes protection of the Five Necessities which are: religion, life, intellect, honor and property. Islam put strict sanctions for anyone who violates any of these necessities either for Muslims or Mu'ahads (those who have been given pledge of safety by Muslim authorities). Sheikh Salih Al-Fawzan said: "The non-Muslims who have a pledge of safety enjoy the same rights and are bound by the same duties of Muslims." "Whoever killed a person having a treaty with the Muslims, shall not smell the fragrance of Paradise". Allah the Exalted said: " And if anyone of the Mushrikûn (polytheists, idolaters, pagans, disbelievers in the Oneness of Allâh) seeks your protection, then grant him protection so that he may hear the Word of Allâh (the Qur’ân), and then escort him to where he can be secure…" [Surah At-Tawbah, 9:6]

If the Muslims fear that the non-Muslims break the covenant, they should not start fighting until they inform the disbelievers of the end of the covenant without fighting by surprise. Allah said: "If you (O Muhammad peace be upon him) fear treachery from any people, throw back (their covenant) to them (so as to be) on equal terms (that there will be no more covenant between you and them). Certainly, Allâh likes not the treacherous." [Surah Al-Anfal, 8:58]

The non-believers who can enjoy the pledge of protection by Muslims are of three types:

1. The Musta'man: a non-believer who enters Muslim lands safely in order to carry out certain tasks then return to his country after accomplishing them.

2. The Mu'ahad: a non-believer who is bound by a peace treaty with the Muslims; he is granted security so long as that treaty is effective. No Muslim should assault him as he is not allowed to assault a Muslim.

3. The non-believer who pays Jizyah (poll tax) for Muslims and is bound by their laws.

Islam grants those types of non-believers a protection of life, property and honor; whoever violates this protection has betrayed Islam and should be severely punished.

The Sheikh continued: Justice has to be observed with Muslims and non-Muslims even if they are not Mu'ahads, Musta'mans or Dhimmis (non-Muslims who live as citizens in the Muslim lands and enjoy their protection and pay Jizyah). Allah said: "and let not the hatred of some people in (once) stopping you from Al-Masjid-Al-Harâm (at Makkah) lead you to transgression (and hostility on your part). [Al-Ma'idah, 5:8]

"O you who believe! Stand out firmly for Allâh as just witnesses; and let not the enmity and hatred of others make you avoid justice. Be just: that is nearer to piety; and fear Allâh. Verily, Allâh is Well-Acquainted with what you do." [Al-Ma'idah, 5:8]

Those who breach security are either rebels, hoodlums or outlaws. Any of these three types of people should be severely punished to put an end to their actions and to ensure protection of the Muslims, the Musta'mans, the Mu'ahads and Dhimmis from their evil. Allah said about those who do bombings everywhere and kill the sanctified lives and cause damage to honored properties of Muslims or Mu'ahads and widow women and orphan children: "And of mankind there is he whose speech may please you (O Muhammad peace be upon him), in this worldly life, and he calls Allâh to witness as to that which is in his heart, yet he is the most quarrelsome of the opponents. And when he turns away (from you “O Muhammad peace be upon him”), his effort in the land is to make mischief therein and to destroy the crops and the cattle, and Allâh likes not mischief. And when it is said to him, “Fear Allâh”, he is led by arrogance to (more) crime. So enough for him is Hell, and worst indeed is that place to rest!" [Surah Al-Baqarah, 2:204-206]

It is strange that those who broke the ruling of Islam call their work Jihad (fight for the sake of Allah) which is a great lie, while Allah named these actions corruption not Jihad. But there will be no wonder when we know that the ancestors of these people were Kharijites who called the Sahabah (Companions) disbelievers and killed 'Uthman and 'Ali (may Allah be pleased with them) who were Rightly-Guided Caliphs and had the glad tidings of entering paradise. They killed them and called it Jihad for the sake of Allah, while in fact it is for the sake of the devil. Allah the Exalted said: Those who believe fight in the Cause of Allâh, and those who disbelieve, fight in the cause of Tâghût (Satan)." [Surah Al-Nisaa', 4:76]

Those people, if they have not already become disbelievers, it is feared that they are on the verge of disbelief; as they fight for the sake of the devil.

Dear Muslims! It was narrated in Sahih Al-Bukhari that ‘Abdullah ibn ‘Umar (may Allah be pleased with them) said: "One of the evil deeds with bad consequence from which there is no escape for the one who is involved in it is to kill someone unlawfully." His Eminence Sheikh Ibn 'Uthaimeen (may Allah bless his soul) commented on this Hadith saying: Ibn 'Umar was right in his saying: "one of the evil deeds with bad consequence from which there is no escape for the one who is involved in it is to kill someone unlawfully." The blood of the non-Muslim who has a covenant is forbidden and shedding it is one of the grave sins because the Prophet (peace be upon him) said that "whoever killed a Mu‘ahad (a person who is granted the pledge of protection by the Muslims) shall not smell the fragrance of Paradise." Every punishment prescribed by Allah in the Qur'an or by the Prophet in the Sunnah for a sin, that sin is considered one of the great sins.

Here the statement of Sheikh Ibn Uthaimeen (may Allah be merciful with him) ends.

It is a betrayal act to terrify the secured people by kidnapping them, taking them hostages, threatening them by weapons and killing them. This is against the dignity that Allah accorded to man, as approved by scholars.

Brothers in Islam! By now some rulings have become clear which confirm the right of protection of Musta'mans  with regard to their blood, property and honor. Violating these rights is treacherous and betrayal. To do justice is to secure those whom the ruler has secured.

I say that and I ask Allah's forgiveness for me and you.


The Second Sermon

Praise be to Allah the Gracious and Merciful, Lord of the worlds, and peace be upon the best of Prophets and Messengers Muhammad and upon his family and Companion. Fear Allah, Servants of Allah and know that your lives pass, but they will be witnesses either for or against you.

One may ask: What's after Al-Khubar? Are those transgressors not going to stop? What happened in Al-Khubar of terrorism and mean disregard of people's lives is an indicator of the meanness of these people and that their acts are purely criminal. Where are the words they uttered before? Where are their enemies from whom they want to rid the country? The lies are exposed; they, as well as their supports inside and outside, have declared war against us and against those who fight their wrong ideologies. Nevertheless, this country will always be blessed by the Command of Allah to be an example of security and good life, first by the blessing of Allah and then by the efforts of our rulers whom Allah has strengthened by His obedience and by the efforts of all people who surrounded them to protect the Two Harams and the Qiblah of the Muslims.
